Dorfman has served as the Hennepin County commissioner for the third district since 1999. Dorfman has worked to end homelessness and expand affordable and supportive housing. In March 2006, she testified before a U.S. Senate committee in support of the McKinney-Vento bill that secures federal funding for Hennepin County's homelessness prevention, supportive housing, and Hennepin County's Rapid Exit program.

A St. Louis Park resident, Dorfman was a member of the city council before serving as St. Louis Park’s mayor from 1996 through 1999. Dorfman earned her bachelor’s degree from Ohio State University in political science and a master’s degree in public administration from Harvard University.
